HEALTH PROGRAM SPECIALIST I
Under the general direction of the Staff Manager III, the Health Program Specialist I (HPS I) will serve as a grant monitor for programs operated by county behavioral health departments, community based organizations, educational entities, or multi-county partnerships. As contract grant monitor, the HPS I will monitor the deliverables from local assistance programs for performance standards and consistency with contract requirements, provide technical assistance to program grantees, and develop and maintain program policies and procedures. The HPS I will prepare Request for Applications and Release for Bids to ensure contract continuity, and develop fiscal tracking and organizational tools, along with other reports and documents related to the programs; meet with county behavioral health department representatives to ensure adherence to program policies and procedures and to provide technical assistance regarding program effectiveness and sustainability.

RESEARCH SCIENTIST I (SOCIAL/BEHAVIORAL SCIENCES)
Under the direct supervision of the Research Scientist Supervisor I, the Research Scientist I (RS I, Social/Behavioral Sciences) serves as an entry-level social and behavioral scientist and key member of the Research and Evaluation Division at the Mental Health Services Oversight and Accountability Commission (MHSOAC). The RS I will work as a team member with other Research Scientists and Data Analysts to assist and support conducting scientific research studies and evaluation activities for management, the Commission, and committees. Duties require contact with Commissioners, Legislators, Legislative staff, State agencies, local mental health representatives, advocacy groups, mental health clients and family members, and various stakeholder organizations.
Limited in-state travel required (10%), including occasional overnight stays. Clearance by a DOJ background check may be requested.

The HPS I will identify quality improvement strategies for county partners and review and share trends across the behavioral health field. The HPS I will conduct site visits of county-funded behavioral health programs to gather information and technical support on behavioral health programs, policies, and outcomes. The HPS I also has primary responsibility for managing the Commission’s review of the County Mental Health Service Act (MHSA) Three-Year Program and Expenditure Plans and Annual Updates, and MHSA annual Revenue and Expenditure Plans. Under the general direction of the Chief of Research and Evaluation, the Research Scientist (RS) III uses advanced research and analytic skills to further efforts of the evaluation of the public community-based mental health system, with particular focus on the Mental Health Services Act (MHSA) and the Mental Health Student Services Act (MHSSA). The RS III will independently and as a team member plan, direct, and conduct scientific research studies and evaluation activities for management, the Commission, stakeholders, and committees on MHSA/MHSSA components, programs, and policies. The RS III will work with Research Scientists, Research Data Specialists, and other staff within the Research and Evaluation Unit to utilize information from grant partner data reporting, surveys and publicly available databases to develop summary statistics at the statewide and county levels, and for policy research projects. Duties require a high-level of contact with commission members, other State agencies, county mental health directors, county MHSA/MHSSA coordinators, educators and school mental health professionals, advocacy groups, mental health clients and family members, and various stakeholder organizations.
The RSIII may be required to be involved in all or some of the following activities: 1) Development and implementation of systems for continual tracking, monitoring, and evaluating mental health/school mental health program implementation, outcomes and indicators; 2) Data collection and technical assistance related to school mental health and the MHSSA \ and 3) Statewide data collection and reporting systems, including development of expertise in currently available data at the county and statewide level, data/reporting needs and requirements, and development/modification of statewide data systems.

RESEARCH DATA ANALYST II
Under the general supervision of the Chief of Research and Evaluation or the Research Supervisor, the Research Data Analyst II (RDA II) serves as a data and policy analyst for the Research and Evaluation Division at the Mental Health Services Oversight and Accountability Commission (MHSOAC). The RDA II uses analytic skills to support a team of data scientists and specialists in the study and evaluation of mental health policy, programs, and practice.
The RDA II, under the general direction of the Chief of Research and Evaluation or the Research Supervisor, will work with Research Data Specialists and Research Scientists within the Division to develop and expand internal databases of local mental health programs and outcomes, and written and graphical materials for dissemination to a broad audience to communicate the research findings and recommendations. The position requires high-level contact with Commissioners, State agencies, local mental health representatives, advocacy groups, mental health clients and family members, and various stakeholder organizations.
The RDA II may be required to be involved in all or some of the following activities: 1) analysis of programs and outcomes and technical assistance to counties to support data collection and reporting; 2) Analysis of data related to mental health outcomes and surveillance of population-based risk factors; 3) Development of tracking and project management systems of mental health data and information; 4) Management of research and evaluation contracts; 5) Contact with stakeholders, including other state and local agencies and organizations; and 6) Providing assistance to support internal and external evaluation efforts. The incumbent participates as a member of the top management team in the development and implementation of policy; reviews adopted and proposed legislation and advises the MHSOAC Executive Director on its effect on departmental programs; represents the MHSOAC in contacts with the Legislature, the Attorney General, and various governmental and private groups; reviews and interprets legally enforceable contracts and other documents; assists the Attorney General when he/she represents the MHSOAC before administrative bodies or the courts; and other related work.
The position requires a California State Bar License. You will be required to provide a copy of your license prior to being hired.
