What is the Behavioral Health Services Act?

California voters passed the Mental Health Services Act, Proposition 63, in November 2004. It became state law on January 1, 2005. The far-reaching Act raises money to support the state’s mental health programs through a 1 percent tax on personal incomes above $1 million. It also created the Mental Health Services Oversight and Accountability Commission to drive transformational change across the state’s public and private mental health systems.

In March 2024, California voters passed the Behavioral Health Services Act (BHSA), Proposition 1. The BHSA modernizes the original Mental Health Services Act. You can read more about the Act on our website. The BHSA also changed the name of this Commission to the Behavioral Health Services Oversight and Accountability Commission.
