Fiscal Reporting Tool

The Mental Health Commission’s library of mental health spending promotes fiscal responsibility and accountability.

Counties receive more than $4.5 billion annually in State support for various mental health programs, including Mental Health Services Act (MHSA) programs. This tool displays funding and spending data by County Mental Health/Behavioral Health departments for MHSA programs. It includes revenue from the Mental Health Services Fund, Realignment funds, and Medi-Cal matching funds.

Data for this tool comes primarily from County annual MHSA Revenue and Expenditure Reports submitted to the Department of Health Care Services and the Commission. These reports provide annual point-in-time estimates (similar to a checkbook balance) of revenues, expenditures, and unspent funds held by the counties for MHSA programming as of June 30. Counties caution that it is possible to misinterpret these reports as they are difficult to reconcile with audited financial statements.
