Data for this tool is drawn from annual reports by MHPs to the Department of Health Care Services (DHCS) and MHSOAC. These reports provide annual point-in-time estimates (similar to a checkbook balance). The reports are intended to present a snapshot of County MHSA financial information as of June 30th, the last day of the fiscal year (FY). County MHPs emphasize that these reports should be interpreted with caution as they can be difficult to tie to official, audited financial statements.
This tool displays information about the $1.5 billion to $2.0 billion annual Mental Health Services Act (MHSA) revenue sent to County Mental Health Plans (MHPs), usually the County behavioral health department. It also displays MHSA spending and end-of-year closing balances of MHSA funds held by MHPs. County MHPs also receive other funds, not reflected here, for many services provided in MHSA programs (such as reimbursements from Medi-Cal).
